Police Complaint No. 031/LAP-PIDANA/RW/V/2026: Ibrahim Arief (English Edition)

This post summarises the criminal complaint I prepared on 16 May 2026 against Mr. Ibrahim Arief (forum account "ibam / GovTech Edu"), addressed to the Cyber Crime Directorate of the Indonesian National Police. It is my own complaint, not a police finding, court filing or judgment. I do not assert that he is guilty of any offence, and I have left out my personal identification numbers and contact details.
What the complaint is about
The complaint concerns four public comments that Mr. Arief made on a professional community forum in September and October 2023, during a period when I was the subject of a wider online pile-on. It describes them as a coordinated series, and it is my reading that together they harmed my reputation and my access to legal remedies.
- A remark on my legal ability (September 2023). In my English rendering of the original: "I think you're overestimating his ability and his understanding of our legal process." It received 29 upvotes (Evidence E-1).
- A remark when I said I would pursue legal remedies (25 September 2023). "I'll have my lawyer on stand by. Be careful if you want to bring the law into it, if you don't understand it can backfire." It received 68 upvotes, the most of the four. I read it as using the prospect of legal action to discourage me from reporting (Evidence E-2).
- A "toxic talent" label (28 September 2023). He revisited my older posts on other forums and described me as a "toxic talent who needs a reality check." It received 29 upvotes (Evidence E-3).
- A blacklist confirmation (25 October 2023). Answering another user, he confirmed that since the story first appeared he had put me on his "personal blacklist." It received 8 upvotes. I read it as an announcement that could shape how other hiring professionals saw me (Evidence E-4).




Steps before the complaint
The complaint records a sequence of earlier documents: a first legal notice (No. 028/SOMASI/RW/IV/2026, 29 April 2026), a second and final notice (No. 029/SOMASI-II/RW/V/2026, 12 May 2026), and a certificate of non-appearance (No. 030/SK-MANGKIR/RW/V/2026, 16 May 2026). I say the second notice was delivered and read through WhatsApp on 12 May, and that neither deadline produced a response. Harm I described
Damage to my professional reputation, discouragement from using the legal route, a possible effect on hiring decisions, and layered psychological pressure from being targeted by a senior figure in the community.
Legal basis I relied on
I prepared the complaint myself, without a lawyer. It cites Art. 27 and Art. 27A of the ITE Law with Art. 45(4) and (6), Arts. 433 to 436 and 448 of the new Criminal Code, and Civil Code Arts. 1365 and 1366. The complaint describes its legal framing as mine to be tested by the investigators, and it asks them to verify the identity of the account holder through the platform.
Limits of this record
- This is my account and my legal reading; no authority has made a finding.
- The comments date from 2023. I quote them in translation from screenshots, and the forum context around them is not reproduced here.
- Whether opinion-style remarks such as "toxic talent" or a personal blacklist meet the legal elements is a question for the authorities and a court.
- The drafts in my file are not fully consistent on numbering and on which ITE articles apply, which is one reason I treat this as a record of my position and not a settled analysis.
