Rahmat Wibowo vs. Marcello and Kelli: A Cease-and-Desist Over Online Mockery and Coordinated Blocking

This post is my account of a dispute with two fellow alumni of Bandung Institute of Technology (ITB) — Marcello Faria (X/Twitter handle @Silberschatzz, based in Tokyo) and Maria "Khelli" (X/Twitter handle @khelli2002, based in Singapore) — arising from posts made about me on social media in 2023 and 2025. On 28 August 2026 I sent both of them a formal cease-and-desist letter (somasi) as a private individual, without a lawyer. A somasi is not a court finding, a police report, or a conviction, and I have not received a public response from either named person as of this writing. Nothing in this post should be read as a finding that either person committed a crime or is liable for anything — it is my account of what I experienced, what I believe the evidence shows, and what I asked them to do about it. Where I did not witness something directly, I've said so.

Background
Starting in late 2023, I went through a period I've written about elsewhere on this site: I was let go during a probationary period at a company while working from Singapore, and shortly after, a third party's viral social media post framed me as someone who had damaged our shared alma mater's reputation. That post set off what I experienced as a coordinated pile-on from a number of former classmates. I later received a diagnosis of Bipolar Affective Disorder, went through roughly a year and a half of self-imposed isolation, and it took about two years for me to begin rebuilding my life and professional network.
According to the evidence I've kept, Marcello and Maria — both ITB alumni like me — were among the people whose posts and conduct on X (Twitter) I connect to that period, first around the 2023 pile-on and again in July 2025 as I was trying to move forward.
What I say Marcello posted
According to a tweet I have preserved from @Silberschatzz dated 17 October 2023, the account mocked my decision to consider legal action over the 2023 incident, saying (translated from Indonesian) that I had "time-travelled to January just to sue under the ITE Law — insane effort."
According to two further tweets I have preserved from the same account, dated 9 and 10 July 2025, the account posted a comparison of me to the "Monkey King" (Sun Wukong) "sealed for 500 years" who had come out to go "hunting again," alongside what appears to be a screenshot showing my name in a "viewer history" list, and a follow-up post referring to "2 legends, each with their own unique feature." I read this as turning what I was going through into public entertainment, and I flagged in my letter that attaching a viewer-history screenshot suggested the account had been tracking my activity.
I don't know for certain what was intended by these posts, and I'm relying on my own reading of them. I asked Marcello to remove the posts, to stop, and to consider the matter resolved amicably; I have not seen a public response from him addressing these specific points.
What I say Maria posted and did
According to a reply I have preserved from @khelli2002, posted on 9 July 2025 in the same thread as Marcello's "Monkey King" post, Maria wrote (translated from Indonesian) that the exchange was "going to be lore for the next cohort" and that she felt "lucky" to witness it. I read this as endorsing and amplifying the comparison Marcello had made, though I recognize it could also be read simply as a reply to a friend's joke — I'm describing how I interpreted it and why I included it in my letter to her.
I also have a screenshot of a "blocked you" list from around that period showing Maria's account among a number of former classmates who had blocked my X account, which I described in my letter as part of what I experienced as coordinated social exclusion following the 2023 incident. I don't know the individual reasoning behind any single account's decision to block me, and blocking someone is not, on its own, evidence of coordination — I'm noting what I observed and how I've interpreted the pattern.
The cease-and-desist letters
On 28 August 2026, I sent separate somasi letters to Marcello (No. 017/SOMASI/RW/VIII/2026) and to Maria (No. 018/SOMASI/RW/VIII/2026), each with a three-day deadline of 31 August 2026. In both letters I asked for: removal of the posts described above (and, in Maria's case, unblocking my account); a written commitment to stop; a public apology on their own accounts; and financial compensation, which I calculated at IDR 1,500,000,000 based on a formula tied to the maximum fine under Indonesia's electronic-defamation provisions. I sent copies to the IA-ITB alumni association as the shared context in which I say this arose.
In the letters, I laid out my own analysis of Indonesian law that I believe may apply, including Articles 433, 434, and 441 of the new Criminal Code (Law No. 1/2023) on defamation and calumny, and Article 27A jo. Article 45 of the amended ITE Law (Law No. 1/2024) on electronic attacks on reputation, along with civil tort provisions (Articles 1365, 1366, 1372, and 1373 of the Civil Code). I want to be clear that this was my own legal reasoning, prepared without a lawyer, laying out why I believed a claim could be made — it is not a determination by any court, prosecutor, or bar-admitted counsel that either person actually violated these provisions. I also considered, and in the letters expressly said I was not relying on, Indonesia's Disability Rights Law (Law No. 8/2016) as a basis for a criminal complaint against either of them, since I concluded the facts as I understood them didn't fit that law's access-related provisions.
Because Marcello is based in Japan and Maria in Singapore, my letters also included my own analysis of possible cross-border legal avenues — including relevant provisions of Japan's Penal Code and Singapore's Protection from Harassment Act — and noted that Indonesia and Singapore have a bilateral extradition treaty in force since March 2024, while Indonesia and Japan do not. I'm including this because it was part of what I sent, not because I'm asserting that extradition or any cross-border proceeding has occurred or will occur.
Where things stand
The three-day deadline in both letters passed without what I considered an adequate response. As of this writing, I have not filed a police report naming Marcello or Maria, and I want to be explicit about that: everything above describes a private cease-and-desist letter and my own account of the underlying events, not a criminal complaint, an ongoing police investigation, or a lawsuit. I'm documenting this because I believe the sequence of events — from the 2023 pile-on through the 2025 posts — is relevant to anyone evaluating this dispute, and because I sent these letters through what I understood to be the proper legal channel before considering any further step.
I'm not a lawyer, and I recognize that people who are not lawyers can get legal analysis wrong. If either Marcello or Maria responds publicly or privately with their own account, I'm open to updating this post to reflect that.
