This post summarises Somasi No. 082/SOMASI/RW/X/2026, a formal legal notice I sent on 7 October 2026 to Mauritz Panggabean, PhD, whom I identify from his public LinkedIn profile as the member shown as "Mauritz Panggabean" in a professional WhatsApp group of about 100 people. It is part of the Korika Part 2 series. It is a legal notice, not a police report, court filing or finding. He has not responded here, and I do not assert that he is guilty of any offence.

What the letter is about

The notice concerns two statements he made in the group.

  1. Act 1: accepting the "modus" framing. After another member showed a screenshot of my LinkedIn message with the caption "this is the modus", he replied, in my translation: "Noted info about this person, thanks. Hope the matter gets resolved soon." I read this as treating that framing as information worth noting about me, without checking it.
  2. Act 2: asking members for help with a takedown. He wrote, in my translation, that he had handed the matter to legal counsel, that he had the resources to spend tens of millions of rupiah, and that it seemed help from the Ministry of Communication and Digital was needed to take down my social accounts, asking the group for help to get an audience with the relevant officials.

A conditional demand

This letter differs from the others. Separate screenshots show another member forwarding text that I had been reported to the police and had made a murder threat. I do not know who wrote that text and I do not allege he did. I asked him to state in writing whether he wrote it, whether any police report exists, and whether he knew I am a person with a disability before this letter. I made the compensation demand conditional: it applies only if he confirms he wrote the forwarded text and its content is untrue. If he did not write it and meets the other demands, I do not pursue compensation.

My position

I never threatened anyone, and I was not summoned by the police. The letter does not ask him to give up lawful remedies, and states that his right to use legal channels is respected. It asks that he not give officials untrue statements about me, such as that I threatened someone or ran a "modus", and that he stop recruiting group members to help take down my accounts on that basis. The letter cites my right as a person with a disability to express myself and advocate (Art. 24(a) of Law No. 8 of 2016) and mentions documents already received by the National Commission on Disability on 14 August 2026.

How I identified him

I matched the name in the group to his public LinkedIn profile, which shows a Chief Scientific Officer role, a PhD and an ITB degree. I have no access to WhatsApp registration data, and the letter invites a written denial.

What I asked for

  • Written answers on the forwarded text, any police report, and his knowledge of my disability.
  • A clarification in the group, pinned for at least 30 days.
  • No untrue statements to any authority about me.
  • An end to efforts to recruit others for a takedown based on untrue statements.
  • Conditional compensation, and written evidence if he has any.

The deadline is Saturday, 10 October 2026, 09:00 WIB.

Legal basis I relied on

I wrote the letter myself, without a lawyer. It cites the new Criminal Code (Law No. 1 of 2023): Arts. 433(2), 434, 436 and 441(1), and treats Art. 437 on false complaints as preventive only because nothing has yet been filed. It also cites Law No. 8 of 2016 (Arts. 143(o) and 145), and Civil Code Arts. 1365, 1366, 1372 and 1373.
