Cahyo Subroto, President Director of PT Pena Teknologi Indonesia: Legal Notice No. 050/SOMASI/RW/IX/2026

This post covers the part of Somasi No. 050/SOMASI/RW/IX/2026 that concerns Mr. Cahyo Subroto, named in my letter of 1 September 2026 as President Director of PT Pena Teknologi Indonesia, which operates MrScraper in Indonesia. The letter was issued in Indonesian and English. It is a legal notice, not a police report, court filing or finding. I do not assert that Mr. Subroto is guilty of any offence, and I have not seen a response from him. The company side is covered in a separate post.
Why he is named
Mr. Subroto is named because the letter is addressed to MrScraper "attn. Cahyo Subroto (President Director)," and because I worked for PT Pena Teknologi Indonesia as an "AI Engineer" from 8 August to 8 November 2025, a three-month probation. I understand him to have acted for the company in that engagement.
I state that I told him about my diagnosed psychosocial disability (a health condition) during the interview, before I started. That is my statement. In the letter's own element table, I mark it "to be proven by testimony or records."
What I complained about
My complaint is that the written terms of my engagement did not give a disclosed disability reasonable accommodation, and instead tied termination and evaluation to health. I do not reproduce the terms here. My argument is that, because the disability was already disclosed, those terms were not neutral.
Legal basis I relied on
I wrote the letter myself, without a lawyer. It cites Law 8/2016 on Persons with Disabilities (Arts. 4, 11, 43 and 45 on rights and reasonable accommodation, and Arts. 143 and 145 on obstructing those rights, up to 2 years and/or IDR 200 million). It also cites Arts. 5 and 6 of the Manpower Law, and Arts. 1320, 1338 and 1365 of the Civil Code (a term contrary to law is void). The letter states its own limit: Art. 145 is mainly an offence about obstructing access, and a court may find the civil and labour routes cleaner than a criminal one.
What I demanded
Of the company and Mr. Subroto, by 17:00 WIB on 4 September 2026: revise the employment terms to remove the health-related provisions and add a reasonable-accommodation clause. I also asked for a stamped statement that my disclosed disability would not be used against me, written co-operation with any inquiry, and IDR 1,500,000,000 in immaterial compensation, which I calculated as twice the IDR 750 million maximum fine under Art. 45B of the ITE Law. The letter said that if the demands were not met I would consider criminal complaints, a civil suit and administrative complaints to the manpower authorities and the National Commission on Disability.
Limits of this record
- This is my account and my legal reading; no authority has made a finding.
- The terms I complain about are not reproduced in this post, and I have not published the signed document.
- The disclosure at interview is my statement and has no recording or document cited in the letter beyond the notation "to be proven."
- The letter does not claim that Mr. Subroto personally operates the forum accounts that use Google, Amazon and Shopee names, and I do not claim that here.
- A reader could see the health-related terms as ordinary employment practice rather than disability discrimination, and the "no reasonable accommodation" point depends on facts a court would test.
- The IDR 1.5 billion figure is a demand, not an assessed loss. The letter itself says individual liability is for the authorities and a court.
